Unified Patent Court: latest news

Via Professor Steve Peers (University of Essex) comes this link to yesterday's Draft Agreement on the creation of a Unified Patent Court - Guidance for future work.  Steve tells us:
"This is another interesting paper: it focuses on some key issues like costs and the transitional periods, and includes details of the planned initialling date and the planned proposals to amend the civil jurisdiction regulation. The paper is going to Member States' ambassadors to the EU (Coreper) today".

I still do not understand why EU is not anymore a party to the agreement. This was not imposed by ECJ Opinion of March 2011. And this would be one way to solve the issue of financing the UPC.

I don't know why we don't just give in and refer to this new system as the single German ("European") Patents Court. At least that would give everyone a better picture of where we are heading.

A number of my colleagues and I who have 20 or so years left in the patent litigation profession are becoming increasingly concerned about the location of the UPC. There seems to be an inevitability about it moving to Munich, particularly given the UK's current status in Europe. And yet, a number of those at the senior end of practice, who might have the influence to bring this court to London, are blase about the problem. Or they are simply not interested.
Does anyone know anyone who is doing something about it?
